ATM dispute unresolved

About two months ago I went up to a CitiBank branch and used one of their ATM machines outside. I made a withdrawal for 320 but when the machine tried to spit out the bills they got stuck and only a few corners of the bills were sticking out.

I grabbed what I could and counted it and was shorted 140. It was a Sunday so the branch was closed and I do not bank with CitiBank. I called them from the courtesy phone at the ATM machine and they informed me to file a claim with my bank.

The next day I filed a claim with my bank and they even issued me provisional credit. They informed me that as soon as CitiBank balanced out their machine everything should be okay.

I didn't think anything of it anymore since I figured everything would now be fixed. About two days ago I received an email from my bank stating they have reversed my provisional credit of 140 and it has been debited to my account. My bank said they have received all documentation from CitiBank and their ATM machine has balanced out for the day.

This is impossible!!! Whoever is balancing out these machines needs to learn how to count because there should have been an extra 140!!! I don't know what to do anymore... Am I just out of luck? Do I have any rights or is there anything else I can do? Thank you for any help.
