Citibank complaints and disputes: Citi's own channels and outside complaint routes (checked October 6, 2026)
Citi's own Contact Us page (opened October 6, 2026) lists these channels. Credit cards: general support 1-800-950-5114; Spanish-language service 1-800-947-9100; Costco Anywhere Visa 1-855-378-6467 (Costco business card 1-855-378-6468); collections servicing for cards 1-800-388-2200; TTY via 711. Checking and savings (Banking tab): Citiphone Banking 1-888-248-4226 (Spanish 1-800-360-2484). Mail: the page gives "General Correspondence: Citibank Customer Service, P.O. Box 6500, Sioux Falls, SD 57117" and, for payments, PO Box 70166, Philadelphia, PA 19176-0166 (it adds that you can also use the payment P.O. Box address from your monthly statement).
Disputing a credit card charge. The federal billing-error rule (Regulation Z, 12 CFR 1026.13, as published on the CFPB site) says a billing error notice must be "received by a creditor at the address disclosed under §1026.7(a)(9) or (b)(9) ... no later than 60 days after the creditor transmitted the first periodic statement that reflects the alleged billing error". The same section says the creditor "shall mail or deliver written acknowledgment to the consumer within 30 days of receiving a billing error notice" and must resolve the matter "within 2 complete billing cycles (but in no event later than 90 days) after receiving a billing error notice". In practice that means sending the notice to the billing-error address printed on your statement and keeping a copy. I did not find a public Citi page that names a different dispute address, so use your statement.
Unauthorized card use. Citi's article "How to Report Credit Card Fraud" (dated December 3, 2025) tells cardholders to call the number on the card or statement, and says: "legally, you're only responsible for up to $50 in unauthorized charges. Many card issuers, including Citi, have $0 liability on unauthorized charges." The same article says to "contact your credit card issuer immediately" if you suspect fraud; that is a separate step from the written billing-error notice described above, which has its own 60-day timing under Regulation Z (the rule allows electronic notice only where the creditor has expressly agreed to accept it). Citi's online dispute center sits behind a sign-in, so its steps could not be read for this page.
If Citi does not fix it. You can file a complaint with the CFPB (the CFPB site header gives the phone number (855) 411-2372) and, because Citigroup says its nationally chartered banks including Citibank are supervised by the OCC, with the OCC. The OCC's complaint page says: "Try to resolve your issue directly with your bank first" and that it can only assist customers of banks it regulates. The CFPB complaint database is described in the complaint-record section below.

OCC, Federal Reserve and CFPB actions involving Citibank, 2015 to 2026
OCC and Federal Reserve orders (2020 and 2024). On October 7, 2020 the OCC assessed a $400 million civil money penalty against Citibank, N.A. and issued a cease and desist order; its news release says the order requires corrective action on "risk management, data governance, and internal controls" and that the bank must seek the OCC's non-objection before significant new acquisitions. The Federal Reserve Board took a separate action against Citigroup. On July 10, 2024 the OCC amended the 2020 order and assessed a $75 million civil money penalty, saying the bank had failed to meet remediation milestones; the OCC's own order says the bank "consents to the issuance of this Consent Order". The same day the Federal Reserve fined Citigroup $60.6 million for violating its 2020 action (the Fed said the combined OCC and Fed penalties total approximately $135.6 million).
What has ended and what the filings still describe. The OCC's order dated December 11, 2025 (AA-ENF-2025-64), listed in its December 2025 enforcement release, says: "the Amendment be, and it hereby is, TERMINATED"; the order states that the amendment "supplements but does not replace the 2020 Consent Order". So the 2024 amendment (and with it the 2024 amendment's remediation terms) is no longer in force, while the OCC order of October 7, 2020 was not terminated by that document. Citigroup's 10-K for 2025 (filed February 20, 2026) and its June 30, 2026 Form 10-Q still refer to remediating the 2020 consent orders with the Federal Reserve and the OCC as part of a multiyear transformation. These orders concern risk management and data quality, not a finding about any single consumer's account.
U.K. sanctions penalty (London branch). The U.K. Office of Financial Sanctions Implementation lists a penalty dated September 2, 2026 against Citibank, N.A., London Branch of GBP 4,732,830.58, with the stated reason "Making funds available for the benefit of a designated person". It concerns that branch and U.K. sanctions regulations, not a U.S. consumer account.
CFPB orders, 2015 to 2023 (as listed on the CFPB's enforcement pages).
- July 2015 (Docket 2015-CFPB-0015). Citibank, N.A. and its subsidiaries Department Stores National Bank and Citicorp Credit Services, Inc. (USA): the CFPB press release says roughly 7 million consumer accounts were affected by the deceptive marketing, billing and administration of debt-protection and credit-monitoring add-on products (the release names AccountCare, Balance Protector, Credit Protection, Credit Protector and Payment Safeguard, offered from at least 2003 through 2012), plus expedited-payment fees charged on nearly 1.8 million accounts; estimated $700 million in consumer relief and $35 million in civil money penalties. Status on the CFPB page: expired/terminated/dismissed.
- February 2016 (Dockets 2016-CFPB-0003 and -0004). Two actions on debt sales and debt collection: nearly $5 million in consumer relief and a $3 million penalty for selling credit card debt with inflated interest rates and for failing to forward consumer payments promptly to debt buyers; and a second action involving two collection law firms that falsified court documents in New Jersey, in which the CFPB ordered Citibank and the law firms to comply with a court order that Citibank refund $11 million and forgo collecting about $34 million from nearly 7,000 consumers.
- January 2017 (Docket 2017-CFPB-0005). CitiMortgage, Inc.: an estimated $17 million to compensate consumers and a $3 million civil penalty; CitiFinancial Servicing: about $4.4 million in refunds and a $4.4 million penalty. The CFPB says the servicers kept borrowers in the dark about foreclosure-avoidance options or burdened them with excessive paperwork. Status on the CFPB page: post order / post judgment.
- November 2017 (Docket 2017-CFPB-0021). Citibank student-loan servicing: $3.75 million in redress and a $2.75 million civil money penalty (misleading borrowers about a tax deduction, incorrect late fees and interest for in-school borrowers, and other failures listed by the CFPB).
- June 2018 (Docket 2018-BCFP-0003). Citibank failed to reevaluate and reduce the APRs on approximately 1.75 million credit card accounts as required; the consent order requires $335 million in restitution. The order says Citibank consented "without admitting or denying any of the findings of fact or conclusions of law", except for jurisdictional facts.
- November 2023 (Docket 2023-CFPB-0013). The CFPB found Citibank violated the Equal Credit Opportunity Act by discriminating against certain credit card applicants based on national origin; $1.4 million in redress and a $24.5 million civil money penalty. The order says Citibank consented "without admitting or denying any of the findings of fact or conclusions of law", except for jurisdictional facts. On October 16, 2025 the CFPB terminated the order, noting that Citibank had paid the penalty, made the redress payments and taken steps to implement the injunctive relief.
The CFPB pages for the 2015 to 2017 actions do not state in the text I read whether the company admitted the findings; the page for each lists a stipulation document. These actions concern the practices the regulator described, not every Citi customer's experience.
Who Citibank is: Citigroup, Citibank, N.A. and related Citi names
Citigroup Inc. (Delaware; 388 Greenwich Street, New York) is the SEC registrant and the parent; the 10-K cover gives that address as the registrant's principal executive offices. Its 2025 Form 10-K says "Citigroup's history dates back to the founding of the City Bank of New York in 1812" and that Citi had approximately 226,000 full-time employees at December 31, 2025, about 31 percent of them based in the U.S. Citibank, N.A. is described in the same filing as Citigroup's national-bank subsidiary supervised by the OCC; the OCC's 2020 release places the bank in Sioux Falls, South Dakota.
The U.S. consumer business that most readers search for sits in what the 10-K calls U.S. Personal Banking, which includes Branded Cards (proprietary Citi cards plus co-branded cards including Costco and American Airlines), Retail Services (co-brand and private-label cards, among others The Home Depot, Best Buy and Macy's) and Retail Banking. The 10-K and Citi's contact page are the sources for those product names; I did not independently verify which legal entity issues each retail card. The 10-K for 2025 names The Home Depot, Best Buy and Macy's; Citigroup's third-quarter 2025 Form 10-Q glossary describes Retail Services as including The Home Depot, Best Buy, Macy's and Sears. Whatever the brand on your card, the statement shows the issuer and the number to call.
Related names that appear in older posts. CitiMortgage, Inc. and CitiFinancial Servicing, LLC were named by the CFPB in 2017 as Citi subsidiaries. Court cases involving Citibank: the New York wire-fraud suit, a calls settlement and interchange litigation
New York Attorney General v. Citibank, N.A. (S.D.N.Y. No. 1:24-cv-00659). The Attorney General's office filed this action on January 30, 2024, alleging that Citi failed to comply with the Electronic Funds Transfer Act and certain New York laws in its treatment of unauthorized wire transfers; it seeks an injunction, restitution, disgorgement, civil penalties and damages (Citigroup 10-K, Note 30). Citibank moved to dismiss on April 2, 2024. On January 21, 2025 the court granted the motion in part and denied it in part, holding that consumer wire transfers are covered by the EFTA. On April 22, 2025 the court certified that order for interlocutory appeal and stayed the case; the Second Circuit granted leave to appeal (docket entry dated September 17, 2025; No. 25-2105). The district docket entries I read run to July 29, 2026 and show the case still stayed. I did not find a Second Circuit decision in the sources checked on October 6, 2026, so the allegations are untested at trial and the appeal question is whether EFTA applies to those wire transfers.
Head v. Citibank, N.A. (D. Ariz. No. 3:18-cv-08189), a telephone-consumer-protection class action settled for people who received prerecorded or artificial-voice calls from Citibank on a cell phone about a past-due credit card account when they were not Citibank customers (see the case entry below for the dates and payments).
