Absolutely bad - Personal saving account

I was new in Japan. Last Tuesday, I went to the Hiro-o Tokyo branch to open a saving account for my salary deposit:
1. Why Citibank cannot issue ATM card right away?
2. Why it takes Citibank 10 days just to issue an ATM card? The staff at the branch never inform me about this. I was only told when I didn't receive my card on the third day and I called the service hotline to find out what happen. So effectively Citibank is telling me I cannot touch my money in the bank for the 10 days without my ATM card?
3. Desparately in need of some cash, I went to the Shinjuku branch to try to get some cash through the teller counter. I reached there at 7pm, Citibank's website says this branch open until 8pm, but I was politely told that teller service is until 4pm only, which Citibank never mention on its website.
4. Why Citibank want to charge a saving account customer for 2,200yen per month in the name of account maintenance fee? This really is the biggest rip off in my 30 years history of personal banking experience...
Conclusion: I would rather keep my money under my toilet seat than to keep it with Citibank.
