Scott Toilet Tissue Rolls Unravel Instead of Perforating

I always buy your toilet tissue from BJ's in large quantities, but this last bundle contains rolls whose individual sheets are not perforated, so when I pull on the roll, the entire roll comes unwrapped instead of just the amount I need.
