First bills exceeded advertised $59.99 plan because of activation and shipping fees

I sign on for a 2 years contract for only $59.99 a month (only $59.99 that what they say) then the first bill came was $42.32 for only 7 days of service which of course I called them up and they told me that the reason the bill is high is because there is a activation fee per phone $9.99 but they never told me that but anyway I did pay it.

Now the second bill came for $93.32 I called them right away and they start to tell me that there a shipping charge and all kind of bull. I told them that my contract specify $59.99 a month only and nothing else and when I told them that i want to speak to the manager they blow me off and they told me if I cancel my service there will be a fee of $175 per line.
