Received second letter re. Unproven debt after sending cease and desist - what now Ripoff

My husband received a bill from Afni, Inc last month trying to collect on a debt from Verizon that he is not aware of. I read over the complaints and responses on this site then and took the advice to send a cease and desist and request for debt validation, via certified mail, etc. Today he received a second letter:

"We have received your dispute but we are unable to investigate at this time. You have provided insufficient information to substantiate your claim. We will complete our investigation within 30 days of receipt of the following information:

The specific information you dispute
An explanation of the basis of your dispute
All supporting documentation to substantiate your claim. Examples may include but is not limited to, photocopy of your driver's license, the identification of your passport, proof of residency at time of service, receipts, etc.
A valid phone number to contact you.

Please contact our office to resolve this matter. (phone number and hours included)

This is an attempt to collect a debt. Any information obtained will be used for that purpose. You have the right to inspect your credit. This letter is from a debt collector."

The rest is a remit form with amount, and the envelope to send a payment in. The "creditor account #" that was stated on the last bill was expanded on this letter to include 6 extra digits, other than that, my husband's name and our current address, they have no other info on him.

My question is, what do we do now? Any advice is much appreciated.
