Non published hotel misadvertising

A couple days ago, My husband I booked a two night stay with expedia's non published hotel up to 40% off option. We chose 4.5-Star North Hotel Zone Area All Inclusive and expected to get what we asked for. Expedia gave us Le Meridien Cancun Resort and Spa for $217 per night. When you go for a non published name hotel, you expect to get a better rate, right? I came to find out that on their published rate site expedia advertised this hotel for $139 per night. On top of that this hotel did not even have an all inclusive option. After checking the amenities the hotel offered and what I was charged for by expedia, I called them to find out what I purchased. After, going through their regular agents five times because the connection was dropped white waiting, I finally reached a supervisor. Because this was a non changable and non refundable deal, expedia told me there was nothing they can do. I had to reason with them that it was not that I was changing my options. I asked for a 4.5-Star North Hotel Zone Area All Inclusive deal and they gave me just a 4.5 star hotel room without all inclusive. The supervisor told me I had to call back when the Le Meridien manager came to work because of the time difference with the US. I was disappointed but I decided to call back when Cancun was 10am. I picked up my phone to call expedia again, and as usual my wait to reach a supervisor was after four tries and 50 minute waits. When I finally reached one he called the corporate office to explain my situation. They told me that when I go to the hotel and upgrade my amenities to an all inclusive they will reimburse me for the difference. Okay~ that sounds somewhat fair, but I asked is there an all inclusive option at this hotel? They do not advertise that option on their sites. The supervisor then decided to call Le Meridien again to reach a manager there. After finding out that there is not an all inclusive deal at Le Meridien he contacted their corporate office and got an answer to get me a refund. It is five days after their promise to give me a refund, but I do not see any sort of refund on my credit card. What do I do??? I've waited my time, enerygy, and resourses by trusting expedia. They are irresponsible and very un-helpful. Please don't use them.
