Even though the scammer included a disclaimer that this letter was a solicitation, that does not get him/her off the hook. The postal regulations require that such disclaimers be in at least 30 point type, while this document looks to be about 9 pt.
If everyone who has received this letter would take a few minutes to complete the mail fraud report form, maybe this scammer can be put out of business. It's all well and good to report here (and this is a very valuable service), but letting the USPS know about it might actually prompt some official action.
