Who makes the decisions for Fannie Mae? The listing agent or Fannie Mae?

I made an offer for a HomePath home and Fannie Mae counter offered. We accepted the counter offer and Fannie accepted. The next day they rejected their own offer? How can this happen? It does not make sense that they would reject their own offer. Does anyone know why they would do this?
