Late in 2012 i decided to open an account with paypal. I had previously closed an account in 2009. They informed me that my account was still open. I said "o.K. Then send me a new card, because i had tore up the old one' THEY SAID THEY COULDN'T DO THAT. My question to them is how am i going to charge anything without a card or #??? These people are impossible to deal with. On the phone they pass you from one to another. With each one you have to restate the problem and no one will give you a straight answer. Ebay has it all sewed up and you can't buy hardly anything without going through paypal
