Failure to provide consumer refund for fraudulent Ebay transaction

I purchased some supposedly new, in the box software on EBay and used my Paypal account to pay for it. The software was sent on a DVD that was sent with no box, no title on the software, and it would not open and play on my DVR or computer. It seemed to be a knockoff, or maybe just a blank DVD. I filed a dispute with PayPal. At payPal's instruction, I sent the package back to the address THEY gave me (which was different than what EBay had in their records for the seller) using a P.O. Delivery confirmation. After 16 days, Paypal notified me that my tracking information was invalid, and closed the case and did not refund my $359.00. I sent them all the tracking info I had, which came from the P.O. And they still closed the claim without refunding my money.

It was obvious from the get-go that this was a bad sale. The seller never responded to my emails, the DVD (which should have been a CD to use on my computer) came very late from someone different than what EBay listed as the seller's name, and of course, it was a knock-off.

PayPal is a ripoff.
