Charged with no delivery of merchandise

Below is what I sent after being billed and not receiving the merchandise:

TV Addicts,
I would like to cancel my order listed below. I have tried several times to call during your 2 hour window of customer service hours to talk to an actual person but no one ever answers the phone. When I placed this order you said this item was on hand and would ship immediately. This was on 7 November. It is now 22 February.

After receiving several emails stating I am your top priority and I would not be billed until this item is shipped, I have in fact been billed for this item. Also I do not know how calculates your billing information but if you look below 53.99 19.19 does not add up to 80.32 which is what I was billed. Please refund my money as soon as possible.
