Offered a $100 rebate with my order that I never received

I ordered a computer system over the phone. The salesman included a $100 gift certificate for future purchases if I upgraded to a pricier system. I did so, partially due to the promise of this certificate.

I wanted to use my certificate a week or two after purchasing the new system but was told that the rebate wasn't available immediately and would be sent at a "later" date.

I never received the rebate or heard word of it being sent. When I called months later to order another product (ink for my Dell printer that ran out in an obscenely short time and that is *only* available through Dell—another rip-off) and use my rebate, I was told that it had been sent to me via email (the first I knew of its method of delivery) and that they had record of it being sent. When I told them that I couldn't find the email, they told me that it often goes into people's junk email and people routinely delete by accident.

This emailing of certificates at an uncertain date results in Dell making a large sum of money at the expense of their customers.

They refused to re-issue the certificate because I didn't let them know that I never received it. When I asked how was I to know that I didn't get something they sent to me if I had no idea when they were sending it to me, I was told by the clerk (a supervisor) that he "didn't know, ma'am" and that he was "so sorry."
