Netspend complaints: frozen or held funds, fees, unauthorized charges and how to reach Netspend

Netspend offers a reloadable Prepaid Card and a Debit Account, both issued by Pathward, N.A. or Republic Bank & Trust Company, Members FDIC; the issuing bank is printed on the back of the card. The two products have different agreements, fees and phone numbers, so first check which one you have.

Who to contact first. Netspend's Help Center lists customer service at 1-866-387-7363 (1-86-NETSPEND) or 737-220-8956, Monday to Friday 8am to 10pm and Saturday and Sunday 8am to 8pm Central time. Debit Account holders are given 1-866-647-6929 (8am to 8pm Central) in their account agreement. Cardholders can write through the secure inbox in the Online Account Center; other inquiries go to [email protected]. The mailing address is Netspend Corporation, PO Box 2136, Austin, Texas 78768-2136; cash and checks are not accepted by mail. Keep dates, amounts, reference numbers and the names of the agents you speak to.

Unauthorized transactions and lost or stolen cards. The Help Center tells Prepaid Card holders to call 1-866-387-7363 immediately about an unauthorized transaction or a lost or stolen card; a card can also be reported from the Help tab of the Online Account Center. The Debit Account page gives 1-866-647-6929 for a lost or stolen Debit Account card. In the app and online account you can lock the card, report it lost or stolen and turn on Anytime Alerts for every load and purchase.

Dispute deadlines (Debit Account agreement, Section 9). Report a lost or stolen card at once. If you tell Netspend within 2 business days after learning of the loss or theft, you can lose no more than $50 from unauthorized use; if you wait longer and Netspend can prove it could have stopped the use had you called, you could lose up to $500. For a card bearing the Visa or Mastercard mark, the agreement adds that network's zero-liability policy: $0 for unauthorized transactions processed by Visa or Mastercard if you report promptly and handled the card with reasonable care. If a statement shows transfers you did not make and you do not tell Netspend within 60 days after the first statement showing it was sent or delivered, you may not get back money lost after those 60 days if Netspend can prove it could have stopped the loss. For any error, Netspend must hear from you no later than 60 days after that first statement; give your name and card or account number, describe the transaction, explain why you think it is wrong and state the amount. If you report by phone, Netspend may ask you to confirm in writing within 10 business days. It decides within 10 business days or, if it takes up to 45 days to investigate, credits the disputed amount within 10 business days while it does (up to 90 days to investigate and 20 business days to credit for new accounts, point-of-sale and foreign-initiated transactions). These protections come from the federal Electronic Fund Transfer Act and Regulation E, which also cover prepaid cards; for a prepaid card, register it and complete identity verification so these rights apply in full.

Frozen funds and closed accounts. The Debit Account page says Netspend will not open an account, or may close a funded one, if it cannot verify the customer's identity, and that accounts are subject to fraud-prevention restrictions at any time, with or without notice. Under the agreement (Section 12) you may close your account by contacting customer service and receive the remaining balance minus applicable fees; if Netspend closes the account, it will, unless the law requires otherwise, mail a check for the final balance minus applicable fees. A practical step if funds are held: ask in writing, through the secure inbox or by mail, for the reason, the expected release date and how the balance will be returned, and keep the reply. Prepaid Card holders should check the matching sections of their own Cardholder Agreement.

Fees differ by product. The Debit Account fee schedule lists a $5 monthly fee, a $3 ATM cash withdrawal fee and a $1.50 fee per ATM balance inquiry or declined ATM withdrawal; the optional overdraft service charges $20 for each transaction settled after the balance is more than $10 negative, unless the customer brings the balance back up within a 24-hour grace period, with at most five such fees per calendar month and 45 per year. The Prepaid Card short-form disclosure lists a Pay-As-You-Go Plan ($0 plan fee, $1.95 per purchase) and a Monthly Plan ($5.95 a month, $0 per purchase), with a $2.95 ATM withdrawal fee, a $0.50 ATM balance inquiry fee, a cash reload fee of up to $3.95 and an inactivity fee of $5.95 a month after 90 days without transactions under both plans, plus 8 other types of fees. The Prepaid Card's $10 Purchase Cushion is a discretionary courtesy, not credit, and is repaid from the next load.

Direct deposit timing. Netspend advertises paychecks up to 2 days faster by direct deposit and federal benefits up to 5 days faster, but its own footnote says early access "is not guaranteed", timing may vary from one pay period to the next, and fraud-prevention restrictions may delay availability of funds.

If Netspend does not resolve it. File a complaint with the Consumer Financial Protection Bureau at consumerfinance.gov/complaint or 1-855-411-2372; it handles prepaid cards and checking and savings accounts and forwards complaints to the company for a response. Netspend's licenses page (netspend.com/help/licenses) names the state regulator that takes money transmitter complaints for each listed state, including California, Florida, Georgia, Illinois, New York, Pennsylvania and Texas. You can also contact your state attorney general, report deceptive practices to the FTC at ReportFraud.ftc.gov, and file a complaint with the BBB. New Yorkers whose accounts were frozen or whose funds were turned over to creditors can report it to the New York Attorney General (1-800-771-7755).

Funds frozen because of a creditor or court order. New York's Exempt Income Protection Act protects certain income from being frozen or turned over to creditors up to a set amount, which the Attorney General's 2025 press release gives as $3,840 in New York City, Long Island and Westchester and $3,600 elsewhere in the state. Other states have different rules; a local legal aid office can explain the protections where you live.

In both, the company neither admitted nor denied the allegations or findings.

Trustpilot. The claimed Trustpilot page for www.netspend.com shows a TrustScore of 3.9 out of 5 from 35,540 reviews. Trustpilot notes that the company has not invited customers to review it recently, so the reviews may not be representative, and that it has replied to all negative reviews.

On this site. 211 published complaint reports are linked to this profile. Almost all were posted between 2005 and 2013. The problems raised most often are blocked, held or frozen funds and accounts; direct deposits or tax refunds that did not arrive or arrived late; fees; unauthorized transactions and stolen cards; long waits for customer service; and balances on All-Access gift cards. Each post is one consumer's account and has not been verified.

The BBB, CFPB, Trustpilot and this site count different things, so their numbers should not be added together.

Regulator actions: FTC order (2017) and New York Attorney General settlement (2025)

Federal Trade Commission, 2016 to 2018. On November 10, 2016 the FTC announced a complaint against NetSpend Corporation in the U.S. District Court for the Northern District of Georgia. The FTC alleged that consumers could not access money loaded on NetSpend cards "either because NetSpend denies or delays activation of the card, or because it blocks consumers from using it", that NetSpend's claims such as "use it today" and "guaranteed approval" were deceptive, and that it did not grant provisional credits as promised when charges were disputed. The Commission voted 2-1 to file, with Commissioner Maureen Ohlhausen dissenting. The case ended in a stipulated order filed March 31, 2017 and entered by the court on April 10, 2017. Under the order NetSpend was to provide monetary relief "totaling no less than fifty-three million dollars ($53,000,000)", and the order states that the defendant "neither admits nor denies the allegations of the Complaint" except as to jurisdiction. In September 2018 the FTC announced it was mailing more than 430,000 checks totaling more than $10 million to cardholders who could not access their funds because NetSpend denied or delayed activation or blocked the card, and who had not already received a refund; the FTC said NetSpend had agreed to refund eligible customers who asked before October 7, 2017.

New York Attorney General, January 30, 2025. The New York Attorney General announced a settlement of more than $1 million with Ouro Global, Inc., the company behind Netspend. The Assurance of Discontinuance (No. 25-001, signed by the company on January 28, 2025) sets out the office's findings, all limited to New York consumers. First, a wage-advance program Netspend ran for New York employees of participating employers charged fees for immediate payouts that worked out to very high annualized costs: Netspend collected fees on more than 7,300 such payouts between September 30, 2022 and June 30, 2023, and by the office's estimate more than 6,900 payments under the program cost more than 100 percent a year and more than 4,000 more than 300 percent, against New York's limits of 16 percent for civil loans and 25 percent under criminal usury law. Second, on more than 80 occasions between 2017 and 2021 Netspend froze accounts and paid out to debt collectors money protected by New York's Exempt Income Protection Act. Third, its marketing suggested New York cardholders could avoid ATM fees by using in-network ATMs, although Netspend's own ATM fees still applied. Fourth, it kept charging New York payroll-card users fees banned by the state's payroll card rule until about June 2020. The settlement notes that Netspend voluntarily updated its procedures for handling legal process during the investigation. The company "neither admits nor denies the OAG's findings" and agreed to pay $735,669.78 in restitution (credited to active accounts or mailed as checks) and $357,775 in penalties and costs, to adopt procedures that comply with the exempt-income law or refer such orders to its partner banks, to stop or cap the fees on wage advances for New York residents, and to make ATM fee disclosures as prominent as any surcharge-free claim. These are findings of the Attorney General's office under a settlement, not of a court.

Court record: FTC v. NetSpend Corp. and Netspend's arbitration clause

FTC v. NetSpend Corp., 1:16-cv-04203-AT (N.D. Ga.). The Federal Trade Commission filed this case on November 10, 2016 in the U.S. District Court for the Northern District of Georgia. It ended without a trial: the parties filed a stipulated order for permanent injunction and monetary judgment on March 31, 2017, and the court entered it on April 10, 2017. The regulator-actions section describes the allegations and the refunds.

Arbitration if you have a dispute. The current Netspend Debit Account Deposit Account Agreement (Section 14) requires most disputes to be resolved by binding and final arbitration, with a jury-trial and class-action waiver; either side may instead bring an individual claim in small claims court in the county where the customer lives. Before filing, the customer must send a written notice of the facts and the amount sought to P.O. Box 2136, Austin, TX 78768-2136 or [email protected], and both sides then have at least 30 business days to try to settle it. A new customer can opt out of arbitration within 30 days of first becoming subject to it by writing to [email protected] or to the same P.O. Box (the agreement asks for Certified Mail, Return Receipt Requested) with name, mailing address, the email linked to the account and a statement of opting out. Prepaid Card holders should read the arbitration terms in their own Cardholder Agreement.

Closed by consent. The FTC sued NetSpend Corporation, alleging deceptive claims about when cardholders could use money loaded on its prepaid debit cards. The parties filed a stipulated order for permanent injunction and monetary judgment on March 31, 2017, and the court entered it on April 10, 2017. The order requires monetary relief of "no less than fifty-three million dollars ($53,000,000)", and NetSpend "neither admits nor denies the allegations of the Complaint" except as to jurisdiction. In September 2018 the FTC announced it was mailing more than 430,000 refund checks totaling more than $10 million.

Who runs Netspend: Netspend Corporation, Ouro Global, Inc. and its owners

Netspend was founded in Austin, Texas, in 1999 and still operates from Austin. Its website names Netspend Corporation (NMLS ID 932678) as the licensed money services business and says Netspend is a service provider to its issuing banks, not a bank itself. The New York Attorney General's 2025 settlement names the company "Ouro Global, Inc., f/k/a Netspend" and says Netspend had changed its corporate name to Ouro Global, Inc., with its principal place of business at 10900-A Stonelake Boulevard, Suite 200, Austin, Texas 78759. Netspend's website today names Netspend Corporation as the licensed company. Its About page says it has served millions of customers since 1999 and cites more than 130,000 reload locations.

Ownership. Netspend is no longer part of Global Payments. In August 2022 Global Payments agreed to sell NetSpend Corporation's shares to an affiliate of Rêv Worldwide, Inc. and investment funds managed by Searchlight Capital Partners, L.P. for about $1 billion, and said in its SEC filing that it would lend to an affiliate of the buyer through secured term loan facilities. The New York settlement dates the sale "on or about April 26, 2023" and notes that Global Payments kept the employer relationships of Netspend's payroll card business; Rêv and Searchlight announced the completed purchase on May 1, 2023. That announcement said the deal returned Netspend to the control of its founders, Roy and Bertrand Sosa, who also founded Rêv, and named Roy Sosa chairman and CEO at the closing.

Issuing banks. Netspend's prepaid cards and Debit Account are issued by Pathward, N.A. or Republic Bank & Trust Company, Members FDIC; the issuing bank is printed on the back of the card and named in the account agreement. Netspend says funds are eligible for FDIC insurance through the issuing bank once the card is registered, subject to conditions, and that this insurance covers the failure of the bank, not of Netspend. Older complaints may name earlier issuing banks, such as MetaBank, the former name of Pathward.

Frequently Asked Questions

Who owns Netspend?

Rêv Worldwide and investment funds advised by Searchlight Capital Partners bought Netspend from Global Payments for about $1 billion; the New York Attorney General dates the sale to about April 26, 2023, and the buyers announced its completion on May 1, 2023. The announcement said the deal returned Netspend to the control of its founders, Roy and Bertrand Sosa, and named Roy Sosa chairman and CEO. The New York Attorney General's 2025 settlement names the company Ouro Global, Inc., formerly Netspend; Netspend's website now names Netspend Corporation as the licensed company.

What is Netspend's customer service phone number?

Netspend's Help Center lists 1-866-387-7363 (1-86-NETSPEND) and 737-220-8956, Monday to Friday 8am to 10pm and Saturday and Sunday 8am to 8pm Central time. Debit Account customers are given 1-866-647-6929 (8am to 8pm Central) in their account agreement and on the Debit Account page. Cardholders can also write through the secure inbox in the Online Account Center, and the mailing address is Netspend Corporation, PO Box 2136, Austin, Texas 78768-2136.

What should I do about an unauthorized Netspend transaction?

Call Netspend at once: 1-866-387-7363 for a Prepaid Card, or 1-866-647-6929 for a Debit Account, and lock the card in the app or Online Account Center. Follow up in writing through the secure inbox with your name, card or account number, the transaction, why it is wrong and the amount. Under the Debit Account agreement, reporting a lost or stolen card within 2 business days limits your loss to $50 (up to $500 if you wait and Netspend could have stopped the use), and Visa or Mastercard zero-liability rules can reduce that to $0 for network-processed transactions reported promptly. Report an unauthorized transfer within 60 days after the first statement showing it; Netspend then has 10 business days to decide or must provisionally credit the amount while it investigates for up to 45 days. If the issue is not resolved, file a complaint with the CFPB at consumerfinance.gov/complaint and with your state's money transmitter regulator listed on Netspend's licenses page.

What did the FTC allege against NetSpend?

The FTC's November 2016 complaint alleged that NetSpend advertised immediate access to card funds ("use it today", "guaranteed approval") while many consumers could not use their money because NetSpend denied or delayed activation or blocked the card, and that it often did not grant provisional credits on disputed charges as promised. The case closed with a stipulated order entered on April 10, 2017, requiring at least $53 million in monetary relief; NetSpend neither admitted nor denied the allegations. In 2018 the FTC mailed more than $10 million in additional refunds.

What was the 2025 New York Attorney General settlement with Netspend?

On January 30, 2025 the New York Attorney General announced an Assurance of Discontinuance with Ouro Global, Inc., the company behind Netspend. The office's findings concern New York consumers only: fees on immediate wage-advance payouts to New York employees that amounted to very high annualized costs, accounts frozen and protected funds paid to debt collectors on more than 80 occasions between 2017 and 2021, misleading ATM fee marketing, and payroll-card fees charged after New York banned them. The company, which had updated its legal-process procedures during the investigation, agreed to pay $735,669.78 in restitution and $357,775 in penalties and costs and to change its practices, and neither admitted nor denied the findings.

What is Netspend's BBB rating?

The BBB gives Netspend, based in Austin, Texas, an A+ rating; the company is not BBB accredited. BBB lists 971 complaints in the last three years, 177 of them in the last 12 months, and customer reviews average 3.71 out of 5 from 1,194 reviews. The letter rating and the customer review average are separate measures.

How many CFPB complaints name Netspend?

The CFPB Consumer Complaint Database holds 5,917 complaints about Netspend Corporation received since January 2013, most of them about prepaid cards and checking or savings accounts. Netspend closed 58 of them with monetary relief and nearly all of the rest with an explanation. The complaints are consumer submissions, not findings against the company.

Which banks issue Netspend cards?

Netspend cards and accounts are issued by Pathward, N.A. or Republic Bank & Trust Company, Members FDIC. The issuing bank for a particular card is printed on its back and named in the account agreement. Netspend itself is not a bank; it is a service provider to these banks, and FDIC insurance protects against the failure of the issuing bank, not of Netspend. Pathward was called MetaBank until 2022, which is why older cards and complaints name MetaBank.

Does Netspend guarantee early direct deposit?

Netspend does not guarantee it. It advertises paychecks up to 2 days faster by direct deposit and federal benefits up to 5 days faster, but its footnote says "Early access to funds is not guaranteed", that timing may vary from one pay period to the next and depends on when the payer sends the payment instructions, and that fraud-prevention restrictions may delay availability of funds.
