Locked Out of Account Again Despite ID Proof, Cannot Pay Bills

Once again Netspend has locked me out of my account and I cannot pay bills that are due today. I keep getting disconnected from customer service after being on hold for hours. They have proof of my identity from a state ID and my social security card and They still lock me out.
