Impossible to get questions answered - Citibank Mastercard

I was sent a credit card application with invite number. I had a question about the details of the offer, so I called the number on the mailer. No ability to get to a human being and I needed a question answered. So I found another number in the various info that was included. I called that and was switched 4 times! At the last transfer, I then asked to talk to a supervisor... Who informed me that he didn't have a number of anyone who could answer questions about the credit card offer! I find that incredible that CitiBank doesn't have SOMEONE to answer a phone about this offer! Online, I was unable to find any resolution to this problem. So, am I supposed to sign on with a credit card company that I can't talk to???
