Late Charges Billed Without Receiving the Prior Statement

I was charged late charges on an account with Citibank. The bill I got with the late charges on it was the first bill I have ever gotten.

I called Citibank, and they stated they had sent a bill with the original charges the month before. But I never got a statement with the charges the month before.

This has happened before with Citibank and never with anyone else, which leads me to believe it's just a way Citibank has to legally rip off its customers.
