Charter yet another problem review

We called Charter 3 weeks ago, prior to signing a lease, to make sure all services were available. They said yes, a neighbor has cable and internet, no problem. He asked if the needed a survey which they frequently do in the country, and they said no, it was not necessary. Moving day, they show up and say they can't do it because they need a survey. Called the office yet again and explained what we were told. Nothing. Talked to a supervisor who said they would get hold of the survey people and call back. They did not. Called back, supervisor said they could only contact that part through email (what???) and had not gotten an answer. Next day called again, talked to another supervisor who said they would call that division and call back Monday because they don't work weekends. Monday - supervisor said it would be 700.000 to run the lines, this after they said no survey was needed and service available. Explained what we were told, he said he would get back to us. He later did and said to justify the running of lines we had to have 1) phone service we can't use and don't need (no long distance) and 2) we had to sign up for a THREE YEAR CONTRACT (I could be dead in 3 years) for only 16 M speed that would be 71.99 a month, much more than we wanted or need. All the while now we have explained I work from home and am losing money every hour by not being able to work. No response.
