Charged $13 for a local call

NCIC charged $11.48 and $11.54 for 2 local calls just for 2 minutes. On the phones which they have placed at several places they have no where mentioned about the call charges. If their rates are unexpected cost high atleast they should mention call rates publically on the phones. This is clearly a cheating.
