The Biltmore Apartments, Managed By Arruth Associates Adhereing to the terms and conditions of their own lease contract, in my opinion it appears that this may be common practice

First, I need to say that this is the first time that I have ever been a tenant. I have been a landlord, who used lease agreements, with specific terms and conditons. We were only renting for 7 months while we looked for a house to buy.

On making application, we were told that the Bilmore had NO open units that we could see before signing the lease. We, "the management", and my wife and I sat down with the manager "Brooke" and went over the lease agreement. When it came time to sign and get keys we were finally able to see an open unit, the one we were going to rent. After signing and before moving in, I went through the apartment with the move-in checklist and filled it completely on the front and some deficincies were noted on the back. When I returned to the office to give it to the manager, she was shocked to think that the unit was in the condition that it was in.

The property came with the usual amenties, on site laundry, the "feel" of security, an athletic/work out room, property/building maintenance "on-call", a manager and/or a corporate contact person, if they were needed. Little did we know that this compnay and/or its agents, representatives, contractors/subcontractors, etc. Would let things happen the way they do when people "tenants" are relying and/or expecting them "the people you are paying a service fee "the rent" to, to act in a way, that the tenant is not receiving services they are paying for.

The Pool: they allowed non-residents to use skateboards in the pool even before the pool was filled and ready to be opened for the season, and after the pool was opened, they still allowed the skateboarders to use the pool even with water in it. (They failed to provide "routine" health and safety maintenance measures on the pool and the area of the pool, allowing the pool to get contaminated with who knows what, that DEHC had to close the pool and the management was issued a report and a remedy.

The animals: "Dogs and Cats": they allowed residents to let their animals to do what ever they needed to and it stayed where ever they did it, "even if it was right outside your terrace", when we informed the management, their response was "REALLY".

The apartment above us was empty, the water no longer stayed in the bucket it was filling "under the leaking pipe" and spilled over coming through our ceiling and between the walls, leaving water stains, that were never repainted, when I told Brooke, shw said she would have someone look into it.

The kitchen cabinets were literally falling off the walls when we moved in, the dining room blinds needed new pins to make them open and close, they gave me new pins to fix the blind.

After the tenant that lived next ot us, "his car that was vandalized twice in tthree weeks", we thought enough was enough, broken windows in the parking lot from where his car windows were smashed and things stolen, we said enough is enough.

It appears that The Bilmore, its staff and/or its corporate office, Arruth Associates, in Texas and/or the owner of the property in Georgia, has no regard for the people who have intrusted to them to provide a safe, clean apartment complex After five months of paying rent, we gave a thirty days written notice to vacate, theming them that we were not happy and to apply the deposit to the future rent, and to keep the key deposits. Now I'm being charged over two thousand dollars for overdue rents and concessions, by the a collection company out of Texas.

I my opinion these companies need to have a "government entity" look into them.
