Refund Email Never Arrived and PayPal Says Email Is Fraudulent

Dear Sir / Madam,

They Stated a product wasn't in stock and sent me a email showing a refund which hasn't shown up in my account. After Phoning PayPal they stated that the Email is fraudulent for order number 194438.
