City of San Diego Treasurer Collections Division
They report PAID IN FULL accounts to the Credit Bureaus as "CHARGED OFF"

The City Treasurer Collections department reports all account to the credit bureaus as "charged off". Even after you have "paid in full" they will not report this debt as paid in full and they will tell you that it is in their collection policy that all debts are reported as "Charged Off"
