Chargings for Services not rendered

I have a lot in Illinois where I stay during summer for 2 months visiting my mother in a nursing home. Address is: 619 Mor St. Gillespie, Illinois 62033. I am sent a bill went I am back in Californiaevery month without any KWH used for a service charge. Past 10 months $7.93 now they have raised it to $12.92 which means I pay $129.20 a year for nothing. I live on SS $1300 @ Month. That is almost 10% of my monthly income for nothing
