ESBI added services to my Verizon telephone service without my authorization

Starting in 12/08, I started getting billed $15.70 a month under the "Enhanced Services" portion of my Verizon bill for the above stated services from your business.

This add on service was under the "Enhanced Services" ssection of my bill, on page 4. This is what it looked like on my bill:

I have never requested, signed up nor authorized this service to my telephone account through Verizon.

On 5/26/09, I called Verizon and explained the situation to them and they gave me a refund for $15.70 which was for the unauthorized billing of the Enhanced Services charge from your business for my May Verizon billing statement.

While on the telephone with the Verizon personnel, she put me directly in contact with a person from ESBI billing department. After explaining to this ESBI person that I did not request, sign up nor authorize this service to be added onto my telephone account, she told me that I had done it while going to a web site called www.searchcactus.com.

I told her that I have never heard of this web site and while I was talking to her, I tried to get to this web site. My computer security software program would not let me open this web site due to it containing "dangerous content". I told the ESBI personnel this.

She apologized for the inconvenience and told me that the company would refund me a total of $125.60 for this billing error. She further told me that I would receive my check in 7-10 business days.

Just to make sure, I asked her that by my cashing this forthcoming check, would I be signing up for any services through your company and she assured me that I would not be.

After not receiving any check from your company, on 6/8, I called ESBI personnel again. I believe that I spoke to the same woman as the first time but I did not catch her name.

After explaining the whole situation to her, she apologized for the inconvenience and told me that a check was cut and on the way to my address in the amount of $31.40. I explained to her that I was told that the check would be in the amount of 125.60

She again told me that a check was issued in the amount of $31.40 and was mailed on 5/27. I asked her a few questions... If the check was sent for $31.40 on 5/27, why have I not received it as of this date... Also... Why was the check not in the full amount that ESBI personnel stated, during this current telephone conversation, which she stated would be a total of $62.80. This ESBI personnel again apologized for the inconvenience and told me that she would forward my concerns up to corporate.

So far, ESBI have added an unauthorized service onto my telephone account with Verizon for several months and now when I try to get my money back, I get told that I would receive $125.60 and then later told it would be a check for $31.40 (which was never received) and another check of $31.40 would be forthcoming. This ESBI personnel also told me that she would send my concerns up to the corporate office.
