Collection for NYS Thruway Authority for Money I DON'T Owe!

My husband received a letter from NCO claiming they are collecting a debt in the amount of $177. On behalf of the NYS Thruway Authority. I have an ez pass account, but it has NEVER been delinquent. NYS Thru says my account is in good standing and doesn't know why I received this letter. I cannot get anyone at NCO. This is fraud! Anyone have any suggestions?
