Reopened my closed account and continue to charge me late fees

I have phone records on Jan 25, indicating I called Capital One to request my account closure and confirmation of my last payment. I was assured my account has been closed and all balance is zero. I have not heard from them till today, June 27. I received a collection letter saying I owe $122.01 to Capital One.

I called Capital One only to find out that the PAYMENT PROTECTION PLAN they enrolled me in without my consent remains open as a result the late charges just keeps piling up month after month.

I've filed off a certified mail and return receipt to the CEO, Payment center at Capital One disputing this debt in writing.

I've also sent a certified letter to the debt collector RMA requesting a name, address and number to Capital One in writing within the 30 days stated by them. Also, I've requested that they not call me by phone and communicate only in writing.

How can I stop this? They call me 7 days a week.

How can I erase this debt and prevent the late fees from piling up? Should I just pay this $122 along with a letter in writing to close the account? Or should I drag this out to the statute of limitations in California?
Should I offer to settle?

Please advise. I am not a citizen of this country. This was a college credit card I received.
