Billed $106.10 Monthly After Quote of $38.31, Still Charged $69.94

Being billed for 106.10 per month, was quoted $38.31 originally monthly I called them they said I asked for the top 200 service
i would never agree to $106.10 I told them to take me off 200, go back to 120.. They said ok. But still want $69.94
i would never agree to that if I was told in advance
