Did not give me credit at 0% as advertised even though i have great credit Ripoff

Dell sent me a catalog that says that they will give 0% interest for 6 months to best qualified customers. I have a credit score of 797. It does not get much better. They refuse me 0% - they told me that I can buy $6000 worth of computer products, but I would have to pay 21.9% interest! That is worse than a credit card!
