Ripoff dishonest customer service do not refund after several requests

I placed an order for an Igia windstorm on Thanksgiving 2005. I was charged for the vacuum and never received it. I've called more than a hundred times and no one ever answers the 800 customer service line. Finally I spoke to a live person and they said to expect a check in the mail in 3 weeks, since the charge was so long ago they would need to cut a check. I've been told by different operators (Sarah & Johnny) my refund is being processed. It's going to be 8 months and I still have not seen my $196.85. This is obsurd, how can they be in business. I still see the infomercials on TV. Do not buy a windstorm, its not worth the headache. I have no vacuum and I'm out $196.85. I do not know what to do next. I'm a single mother and that money Igia is stealing can be put toward better things.
