Windows 7 upgrade - Windows 7 Upgrade

I purchased a HP laptop with commitment that I would get a FREE windows 7 Upgrade. I sent in all the required data
also FAXED info twice.
I try to call Arvato everyday, always get a busy signal. Cannot get an answer via interne either.
Whats going on? I connot believe Hp would scam the public.
