Someone is sending out fake Capital One letters in the mail.

Hi, I was doing some research or at least trying. But I haven't been able to find anything.
My sister got 2 letters the same month from Capital One. The envelopes look real, they have color on them. But the letters have a different mailing address and zip. And when you look up the address up on whitepages.com it's not an address. And the phone number isn't real. But when you call it, they want to verify your info. And they do ask for your SSN, but my sister hangs up.
What this letter says:

Dear Sherry,

My name is Tashamda G. And I have been trying to contact you concerning a possible fraudulent Capital One account that has recently been opened using some or all of your personal information. You may be a victim of identity theft in which your personal information (such as your SSN) could have been used by someone else to obtain credit.

Capital One would like to correct this matter before any possible damage can be done to your credit history. The Customer Fraud Protection department at Capital One is currently handling the matter and I have been assigned to your case and will assist you in correcting this issue. I can be reached toll free at 800-239-7054, extension 453-6581. Our dept. Hours of operation are Monday - Friday, 8am-8pmET.

Capital One would like to provide you with additional information to assist you. We suggest that you contact the numbers listed below to find out more about identity theft, as well as how you can protect your personal information.

That was the whole letter. Now my sister has never had an acct with this company. I need to know if this is a fake letter. The letters look to be copied, not the real thing. They are black and white. Normally Capital One sends out colored letters. So, we were just wondering if you can find anything out about it. I can't find out anything.
