Directv - should be highway robbery, inc

I moved from NC to OR on May 25. I called DIRECTV several days beforehand to suspend my service and arrange for them to hook up service at my new address.
They didn't suspend my service. They gave me "days w/o service credit" and then started billing me again 10 days after my move even though the tech "coundn't find my house." (this is the note the 'customer service' rep said was in the file)
I called DIRECTV to tell them I received a transfer and was having to move again; then I called AGAIN! And told them my new landlord doesn't allow ANY satellite service. He just told me how much it was going to cost!? To hook up service at my new house; so there is no notation in my 'account file' about my landlord not wanting satellites.
So on Aug 18, DIRECTV fraudulently charged my checking account $175.12, part of the now $700 bill.
I immediately called DIRECTV; then I learned that they would again, at the end of the month, try to collect more fees. (she also suggested I pay the bill!)
I have already contacted my bank about the unapproved charge and they will not be charging me again.
How can a company charge people for service they don't receive?

Judging from this site, they aren't the customer service gurus they claim to be!
They just take and take from people and it doesn't matter to DIRECTV that they, themselves, are not living up to their end of their claims.
The 'customer service' rep said there is no way for them to know that I haven't been receiving service at my house, even though it was shut off (nope, didn't work when we turned on the tv on the 25th of May). AND they have no record of it being hooked up anywhere else! So how can they charge me?
They will not be getting one more dollar from me. It isn't my fault they didn't suspend my account, as they should have when they 'couldn't find' my house!
This is the kind of "thanks" I get for years of patronage (even w/o a contract, previously)!
