Collection Notice for Medical Debt With No Backup Documentation

I have experienced the same fraudulent attempts on the part of Portfolio Recovery Services, Norfolk VA, to collect a non-existing debt. First I was contacted by someone on the phone that knew all of my personal information - name, DOB, social security number. They told me that I had outstanding "medical payments" due, so I told them to mail me the backup on the amount due.

All I received was a collection notice with no backup, and an offer to 'settle' the account for a reduced amount. I have perfect credit (I monitor with Equifax), and have no outstanding medical bills.

I have strong reason to believe that they are illegally fabricating debts for purpose of collection and then offering "settlements." Why doesn't the state of Virginia department of commerce shut them down? This is clearly fraud and I'm wondering why there isn't a class action law suit against them by now.
