Fraud abeted by Florida Bureaucracy

Donna Loher has come up with the perfect scam to steal from Florida Tax payers. The scam begins by paying another company to get you to one of United Vacation Network (UVN) presentations. This enables UVN to disavow any promises made by this company. Once you attend the 30-minute presentation, and hear all of the benefits of becoming a member of UVN, you are assigned a sales representative who will promise you anything to get your name on a contract. This individual works on a commission.
During the processing period, you will have to sign a statement that a processing/registration fee of $199.00 is non-refundable, which conveys the impression that you will only be out this this sum if UVN does not deliver its promises.
Once you have signed the contract, you find out that everything said and promised has been a lie. UVN states that it will stand behind the lawful and binding contract. This contract takes 2 minutes to read, so why an hour for the presentation and sales representative's pitch?
After trying to cancel to no avail, one tries to get help from the State of Florida and one finds that there their only recouse is to go to court. The State Bureaucracy can not or will not help.
A complaint to the Office of the Attorney General who has the authority to enforce the Florida Deceptive and Unfair Practices Act will result in a nice thank-you and, subsequently, refer you to Department of Agriculture and Consumer Services. Your complaint is filed and forgotten.
A complaint to the Department of Agriculture and Consumer Services will result in a letter saying that the Bureau of Mediation and Enforcement has reviewed the response from UVN in the context of the issue and believes the response to be satisfactory. Sounds like several people looked at your complaint does't it? In fact, your report is never read or investigated nor UVN's response read. This action is taken by one public servant working without supervision. Here again your complaint is filed and forgotten.
In the State of Florida, it is buyer beware, you will get no help short of court process.
