Never received tJX card or bill. Dress 25.00. Charging late fees for 97.99

I am being charged late fees for a card or bill I never received. They called to state all of the mailings were returned to them (wrong address). I paid for my purchase$25.00. I am being charged $97.99 late fees. I do think this is a scam
