They did not warn me of their policy for e gift certificates on their site and wasted hours of my time

I was told on numerous occasions that they should be able to help me with the fraud that was pulled on me. A merchant required me to pay them with a $200 egift certificate for computer work. Said merchant pulled fraud on me and I offered to send Amazon proof of this crime. After many weeks of me calling amazon.com back as they instructed me to do to see what decision was reach, they admitted they were wrong and in fact have a policy that states they won't be able to help me even though their website does not warn the shopper of this policy. Once the recipient uses up even a cent of their e gift certificate the purchaser of the certificate is powerless to get any help from Amazon. I was asked to follow up over 20 times over a 2 month period since I bought the certificate on March 15th. I think they should pay me back the $200 I paid for the certificate since they do not warn people of this no help regarding this scenario. Also, they should pay me the $200 for the many hours I wasted calling them back per their instructions.
