JC Penny Life Insurance, unauthorized charges allowed

Capital One allowed my closed account to accept charges after officially closed. I have a letter from Captial One acknowledging closed account in January. Capital One allowed JC Penny Life Insurance offer to charge a monthly fee for life insurance I did not order. Allowed other charges from a storage rental unit which I did not authorize. Now they are charging $25 late fees, $25 over limit fees, 24.40% interest escalating the amount I should never have owed.
