My daughter's cell phone got a charge for $9.99 from the source "33999". A call to Virgin Mobile didn't help - they told me to text "help" to the number and a number to call would be returned. That was not the case.
Finally I found a previous complaint and got a contact number from that.
The response was that they wouldn't credit the amount because my daughter would have had to respond to the message to get charged. She says she got a mysterious text message and replied "who is this?" and got no response to it.
They claimed that the signup for this subscription service (and a few others) was done through a web site. There's no recognition that anybody could have submitted her phone number, and that her response was a query not an acceptance.
There are several websites that they provide this service to.
