Your mobile provider will feign innocence and direct you to a phone number to call to deal directly with the "third party" that made "third party charges" to your account. The number Virgin Mobile USA gave to me to call was 18002357105. This number is a recorded message where you can't speak to a person or get your money back that was taken by them.
