Is this a legitimate business or are they just in the business of ripping people off? New hampshire internet

The same thing happened to me.
I ordered sandals in May. They said they would not charge my account until the shoes were sent. My account was charged right away. Today, July 30, no shoes. I emailed them and received no response. I too wish I had checked them out before placing an order.
