Ripoff He's a layer I bought the chain and bracelet he send me the chain and kept the bracelet Delaware

Hi my name is Arlande M I went to DE in nov 05 and than went to "Jewels by the Sea" Rehoboth Beach to buy the jewels. The I like he cost me $1400 and I don't have enough many to pay, I gave then $200 after a few months I paid them off. They send the chain to me they got the bracelet why? I spoke to them about it severals times nothing happining and I tried to found help.
