Phone rings then becomes busy Ripoff Belton texas

I was charged $17.58 on my credit card to netscape. I called there toll free #. It rings, than is busy. I've tried several times. I have wireless web, so i don't need this website. Don't get involved with netscape. Please help resolve this problem.

Told that this was a 30 day free trial. They were unable to bill to my debit so they billed my phone number the exact same day I cancelled and was told they can't refund & call the phone company for the money back. Pittsburgh pennsylvania
