Eight Calls Later, No DVR Rebate Form or $98 Rebate

I purchased a Direct TV DVR from Circuit City on Jan. 11, 06. I contacted Direct TV for installation and a rebate form on that date. I have called eight times since then and cannot even get them to send me the form for the rebate, let alone the actual $98.00.

How do they get away with this?
