Turn Water On & Open an Account

I tried to get my water service turned on in my name and was told that all i needed was my i.D. And a copy of the rental agreement. The water had been previously turned on in my roommate's name. She turned the water off closed the account and requested that her closing bill be sent to her new address. When i went in to the office with my I.D. And the rental agreement i was refused service because my roommate's name was still on the lease. The water went on in my roommate's name for a month and a half and i tried to get my roommate to close the account sooner but couldn't. Anyway, i don't see why i can't just get the water turned on in my name especially since me and the kids have been without water now for two days! I tried to reason with "customer service" and i still don't have water. What can a blind and disabled single mother/grandmother do and where do i go for help?!
