Iam writing on behalf of my mom, who lives in tulare county, she is in her 70s. And i believe she has been taken for a rip off by the water district in her town. She owns two small mobile homes, one she lives in, the other she rents out.
Over the years she has usually paid for the water that her renters use, and her own water bill. Well as time has gone on, bills get tougher to pay, plus she is on social security, she is on quite a fixed income, like alot of seniors. My mom decided to have a water meter put in, for the rental she has, so the tenants would have to pay their own water usage.
She had the water meter put in, for a high fee, and now the water district makes her pay the tenants water bill if they dont pay, even though the water is metered at the street for the tennants house. Also if the house stays vacant and no water is used, she is charged $40.00 a month, even if the water isnt turned on to the rental. She is at wits end.
