Epeatedly, requested you to shut service off, you refused

Over the course of a approx. Year 03 thru 06, you sent me disconnection notices... The tenants lease stated that she was responsible for payment all utilities... The water was in my name, however, the tenant was responsible for payment... When the water bill reached over $500.00, I requested that you turn the water off...
Thereafter, each time you sent me a disconnection notice I requested that you turn the water off, you refused... When I was finally able to get the tenant to move (under threat of eviction), the bill had risen to over $2000.00...
How is it now that I need the water on to finish the repairs and clean-up, that I have to the full bill (over $2000.00), before I can get the water turned back on???
You are culpable in the bill being as high as it is... Had you turned the water off any of the numerous times that I requested you to, the bill would never have gotten to be as high as it is... She complained that the bills were incorrect, that you were overcharging her, I don't know about that, but I changed the internals to the toilets and made sure that there were no leaks...
I request a hearing on this case and that the water be turned back on until the resolution of the proceedings...
