Can not make payments or view statements - GE Care Credit

I can not make my payments or view my statements online. Website allows me in, then when I try to click on anything it makes me log in again, then gives me an error code. Has gone on for weeks! Spoke with a representative when making my payment via phone, they had no idea why, suggested I continue to try and that I was waiting too long to do this an timing out... It was a matter of seconds, told the representative this and she said hmmm, I'm not sure. What a response! No offer of connecting me to the person to assist me with this or anything. I do all of my bills online, and chose to go with paperless when offered by GE Carecredit, and now it can not support this ability! The error I continually get is HTTP 403 and that it connected to the website but was denied access. It did not matter if I was trying to pay my bill or view my statements. All of my statements are paperless-so now as a consumer I am suppose to continually pay my bill via phone without the ability to even view my statements? Isn't that illegal? Also, I am now hit with a past due payment since I could not make my payment online, but would not make it via phone until I had reviewed my statement, which I can not do... And STILL can not do! I finally made my payment because it will ruin my credit, but I have no idea what my statement says! I need help with this, and I know I have rights as a consumer to know what I am paying for, as well as the right to not be penalized or my credit damaged due to the companies inability to support the option it provided for me to pay/view my account. When I go to the contact us information provided it does not provide an email address to submit questions/concerns, it give you a phone number which is useless because I had spoken with a representative already who, as noted above, offered absolutely no help, and offered no help. This is the only place I have found to send across something without mailing a letter which takes too long to resolve this issue.
