Paypal is letting www.koodeal.com run a scam by auctioning off item at their penny auction then not shipping won items. They tell Paypal the items are out of stock but keep listing the same items every Day, if they are out of stock for my items won for over a month then how can they keep listing them every Day. How a penny auction works is you by bids for $1.00 to $0.70 value depending on how many you buy. When you bid on their auction these same bids count as 1 penny not the true value of what they cost you to buy. If you win an auction you will pay the final price of the pennies. Lets say you win a $50.00 Gift Card for $2.60 the true value koodeal makes is $260.00 because the bids used to win the auction cost the buyer $1.00 not 1cent. Then koodeal won't ship the item won and I put in a dispute with Paypal, koodeal says the item is out of stock and I get back my $2.60 not the $50.00 card I won or the $50.00 value. If you check my closed disputes you will see this has happened three times so far. Please remember the whole time koodeal is auctioning off the same $50.00 card they told Paypal it was out of stock.
I belieave Penny auctions can be stoped from pulling this scam if Paypal would make a rule that any on line auction that offers brand new items and won't ship them to winners, will have to pay the retail value or replacement value of the NEW item sold. This will stop any scams going on like koodeal. I won a Nintendo Wii Mario Kart for $0.38 on koodeal they said the value of this item is $149.99. I have won 4 of these and none have been shipped yet. If koodeal had to give me the real price of 199.99 instead of 38 cents I'm sure they would ship my item and stop their scam that Paypal is allowing to go on. Koodeal and other penny auctions are making it look like Paypal is working with these crooks. Please step up and change the way these penny auction have to pay back winners if a dispute is put in. Please forward my idea on how to stop this scam to someone in Paypal that can make these changes. I have been using Paypal for over 18 years and Im sure they would be interested in my idea.
