Tire Rotate and Balance Free in Contract

I went to have my tires rotated.
I purchased the tires at Walmart.
When I purchased them the contract stated rotate and balance free for the life of the tires. I let them know I knew that the tires were worn. They declined to rotate the tires.
I think this was just to get me to spend money on tires.

Please help with this complaint.
