Billing messed up

In December I called the water company due to the fact that I had not recieved a bill. Was told by two reps that due to the new billing system and the fact that I had two meters thye were having problems with the bills. Called again inJan, Feb March. Now finally in June I was sent a bill. Then sent another bill for 330.00 I paid all bills and as of Aug 28th I owed the water comany zero dollars. Now once again no furhter bills. I called again was told same story about the two meters. Now Dec 29th I get a big blue tag on my front door stating that this is a final notice and my services will be discontected on 1/3. I called and spoke to someone and got the run around. Demanded a new bbill and Requested a year and a half of my water bills. I am being over charged, I have lived in the house for 11 years and Have never had a 330 dollar bill. Seems that they charged my this for severl months. Then a bill of 169. Makes no sense. How can I be charged 1500 a year for water. No pool no sprinkler, DO not water grass. I want all my bills looked at. I was told they were mostly estimated. WHAT? I Know that I am due a huge refund. My next call is going to be to the news stations and the attorney general this is fraud. I can not waste anymore of my time on hold for 45-60 minutes everythime I call. I have three girls in my office who have wittnessed all converstations and are ready to defend me.
